• The amount of credit a taxpayer can use for a given tax year is limited. If the credit allowed to the taxpayer exceeds these limits, the taxpayer can generally carry forward the excess credit for application toward the tax due for subsequent tax years. The amount of credit a taxpayer can use in a given tax year is the lesser of: 

    • the taxpayer’s net tax liability
    • the sum of $5,000 plus 50% of the taxpayer’s tax net liability in excess of $5,000
    • $750,000

    The $750,000 limit applies to:

    • any credit applied toward tax
    • any refund the taxpayer receives for a renewable energy investment
    • the combined total of credit applied and refund claimed by the taxpayer for the tax year

    If a taxpayer claims a $750,000 refund for a renewable energy investment, the taxpayer cannot apply any credit toward tax for the same tax year. The $750,000 limit does not apply to any credit the taxpayer has carried forward from a tax year prior to 2014.

    Relocation and expansion

    Generally your business may not be eligible for this tax credit if you relocated a business operation from elsewhere in Colorado to the enterprise zone, even if you moved from one enterprise zone to another. Once you establish your business in the new location, new investments will qualify for the investment tax credit. This restriction also applies to assets purchased while relocating part of a facility.

    However, if your relocation is a qualified expansion facility, your resulting investments will qualify for the enterprise zone investment tax credit, even if your business qualified as a new business facility before relocating. 

    To qualify, your business needs to have:

    • invested at least $1 million in the old facility
    • invested fewer than $1 million, but 100% of the investment was in the old facility
    • increased employment by 10 employees or 10% over the previous 12-month average

  • Trade, investment and export missions

    Trade and investment missions promote foreign investment into Colorado and help Colorado companies become more globally competitive. The OREC office works with the Global Business Development (GBD) team at OEDIT to organize trade and investment missions for outdoor recreation companies to strategic markets around the world. During these missions Colorado firms, organizations, and government agencies connect with foreign business communities, economic decision-makers, and senior government officials. 

    Trade missions help Colorado companies explore trade and investment opportunities in foreign markets. Investment missions promote foreign direct investment into Colorado. Combined trade and investment missions are typically led by the Governor or other senior state leadership.

    In 2021, in partnership with OEDIT’s Global Business Development Office, OREC offered two virtual export missions. These virtual missions were part of a new series providing companies opportunities to connect, expand and explore international exports without traveling.

    Germany Virtual Export Trade Mission
    March 2021

    The Germany virtual trade mission focused on introducing Colorado outdoor recreation products and services, including food and beverage products, to the German market.

    During the first two weeks of March, Colorado companies participated in a series of webinars, learning best practices and how to operate in the German market, led by AHP International and including topics such as German culture and business, as well as networking events with industry leaders. The webinars were followed by two weeks of 1:1 preset meetings between Colorado businesses and potential German business partners.  
     

    Canada Virtual Export Trade Mission
    June to August 2021

     

    The Canada virtual trade mission focused on introducing Colorado outdoor recreation products and services, including food and beverage products, to the Canadian market. 

    In Canada, 7 of every 10 Canadians engage in outdoor recreation activities and the sporting goods retail market is estimated to be $5.4 billion. During the pandemic, the popularity of outdoor activities increased, making it a great location for Colorado outdoor companies to expand their products.

    Participating companies received one-on-one consultations with Canadian consulting firm CIDEP to research the market specifically for their product as well as matchmaking with interested Canadian companies. Companies were briefed on the outdoor recreation market in Canada, the largest buyers and key players, and the best strategies to get their product into the market.

    Global Consultant Network
    The Global Consultant Network helps Colorado-based small businesses expand into other countries. Consulting services typically last between three and eight months.

    Small Business Development Network
    The Colorado Small Business Development Center (SBDC) Network helps small businesses achieve their goals by providing free, confidential consulting, and low or no-cost training programs across the state.

    State Trade and Expansion Program
    The State Trade Expansion Program (STEP) Grant helps small businesses expand internationally by funding international business development activities. The purpose of this grant is to offset the cost of expanding internationally for small businesses.

    Strategic Fund Job Growth Incentive
    The Strategic Fund Job Growth Incentive is for business expansion or relocation projects for which Colorado is in competition with at least one other state and the company has received a commitment of local government funding that matches any requested state government incentives. The incentive provides a cash payment over five years to companies that create and maintain new permanent jobs in Colorado.

    Rural Jump-Start Program
    The Rural Jump-Start Program is a collaborative effort by the state, local governments, Institutes of Higher Education (IHE), and economic development organizations (EDO) to incentivize new businesses to start in or move to rural, economically distressed counties in Colorado, which are referred to as Rural Jump-Start zones, and hire new employees.

    CTO Learning Labs is our free online educational platform which aims to help frontline workers and tourism professionals alike hone their skills and build their Colorado expertise to ensure our visitors feel welcomed and cared for.

    The Colorado Concierge program is aimed at frontline tourism workers looking to become a Colorado expert and grow their Colorado-style hospitality.

  • You need to include a Colorado Creative Industries logo in all announcements and promotional materials and publicly credit Colorado Creative Industries at any public events related to your grant-funded program and activities.  Recipients may also use the current National Endowment for the Arts logo if desired.

    You need to submit a final report about how you met your organizational and project goals and the community impact of the activities. Final reports need to include a financial report for the funded activity clearly showing how you spent the money, numbers of people and communities served, and numbers of artists and youth the project engaged. Grant recipients who do not submit final reports are ineligible for further Colorado Creative Industries funding.

    As a condition of the grant, Colorado Creative Industries requires the recipient of public funds to comply with all state terms (PDF) and federal terms (PDF). All material submitted regarding application for grant funds becomes the property of the State of Colorado and is subject to the terms of Colorado Revised Statutes 24-72-201 through 24-72- 206, Public Open Records. The State of Colorado has the right to use any or all information/material presented in reply to the Announcement, subject to limitations for proprietary or confidential information. Disqualification or denial of the application does not eliminate this right. Any restrictions on the use or inspection of material contained within the proposal shall be clearly stated in the proposal itself. The contents of the application will become contractual obligations if the project is funded.

    Colorado Creative Industries can withhold, reduce, or cancel awards if a grantee:

    • misses deadlines for reports
    • does not notify the Colorado Creative Industries of significant management changes or instances of fraud or embezzlement
    • fails to comply with the grant award requirements
    • demonstrates inadequate financial management and oversight
    • does not properly credit support from Colorado Creative Industries

    Colorado Creative Industries requires recipients of public funds to comply with all state and federal laws and regulations, including but not limited to:

    • Fair Labor Standards – Meet requirements for minimum wage and working conditions.
    • Nondiscrimination – Statutes prohibite discrimination on the basis of age, race, sex, color, creed, religion, national origin, sexual orientation, gender identity, ancestry or marital status.
    • Audit – All applications accepted for funding become official records of the State of Colorado and are subject to an audit. Colorado Creative Industries requires open access to accounting records for award funds spent for the purpose of audit examination, reference, or transcription.
    • Drug-Free Work Place – Comply to the extent applicable with the Drug-Free Work Place Act of 1988.
    • Fair Language – To comply with Title VI of the Civil Rights Act of 1964, grant recipients need to take adequate steps to provide language assistance so people with limited English proficiency can meaningfully access programs, activities, and services.
    • Access for People with Disabilities – Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 prohibit discrimination against people with disabilities. All events funded by Colorado Creative Industries need to be accessible to people with disabilities including visual, hearing, mobility, and learning impairments.     Grantee agrees to send a letter to their state legislators, informing them of the importance of state funding.
