The BLC staff includes two licensed professional land surveyors with over 50 years of combined experience. BLC deploys field crews which have considerable experience in a variety of surveying situations. Our technology includes high precision GPS and surveying robotics. We serve the greater Boulder area spanning from the mountains to rural regions.

Community Centric Development (CCD) was established in 2023 as a partnership between Karen Wainscott and Kandice Kramer to combine forces after years of individual grant-writing across all three sectors. CCD bills on a per project basis depending on the size, length, and source of a grant as well as the estimated hours required to complete the project.

Karen Wainscott is a development professional who began her career in large-scale concert promotion in Virginia. She holds a post-baccalaureate certificate in Nonprofit Management from Virginia Commonwealth University. Karen has worked for businesses and organizations across all sectors specializing in fund development, full cycle grant management, sales, marketing, communications, and strategic planning. Karen started Wainscott Consulting in 2020 and serves as the contracted grant-writer for Albany County, Wyoming as well as multiple nonprofits and local government agencies in Colorado. Her areas of grant expertise include economic development, education, mental/behavioral health, criminal justice, housing stability, disability support, energy, and transportation.

Kandice Kramer holds a Master’s degree in Nonprofit Management with a certificate in Resource Development from Regis University. Kandice has additional training in grant writing and consulting. Her nearly 20-year nonprofit career spans program development, grant writing, and the coordination of grant or contracted activities particularly in rural communities. As Grant Writer for Morgan Community College, Kandice secured more than $4,000,000 in funding for the minority-majority community. Grant projects of note included the Title V Developing Hispanic-Serving Institutions, National Science Foundation Advanced Technology Education, and a Multicultural Entrepreneurship grant to provide language-specific education and support to new or expanding businesses.
