DENVER — “The Man Who Changed The World” a Colorado feature film which recently received a $1.8 million refundable tax credit film incentive from Colorado Office of Film, Television, and Media (COFTM), a division of the Colorado Office of Economic Development and International Trade (OEDIT), is generating considerable impact before filming begins. The production is hosting a career pathways event for Westminster students on March 1, 2025 which will offer a rare glimpse into the world of narrative filmmaking for district students.
The anticipated economic impact of the film could reach up to $16.2 million based on multipliers provided by the Leeds School of Business. The production anticipates 90 Colorado crew hires and 35 Colorado cast hires. The project, with a $14.5 million budget, and anticipated $9 million Colorado spend, follows the real life story of Coloradan Bud Stoecker. Bud is a dreamer, a self-made inventor, and a father of five struggling to build his family business amidst the turbulent backdrop of 1969 America. Inspired by the genius of architect and futurist Buckminster Fuller, Bud’s visionary ideas are met with skepticism, forcing him to fight against economic hardship, personal tragedy, and corporate resistance to bring his inventions to life. From his small-town roots to boardrooms filled with doubters, Bud’s story is one of determination, ingenuity, and the resilience of the American spirit.
The Colorado Economic Development Commission approved a Colorado Film Incentive for The Man Who Changed The World in February 2025. These incentives, which are managed by COFTM, can be used to support movie and television productions and video game development. This is the largest Colorado originating production to take advantage of the new refundable tax credit passed in 2024. Incentives encourage film and media production in Colorado with a performance-based tax credit for up to 22% of qualified expenses for productions that hire local cast and crew. On average, they provide an 18-to-1 direct return on investment for the economy.
