Andrew Sparn, P.E. is a Colorado native and Vice President with JVA, Inc., a 65-year-old structural, civil, and environmental consulting engineering firm headquartered in Boulder. Andrew specializes in water and wastewater treatment, and utility infrastructure planning, design, permitting, construction administration, and funding. Andrew established JVA’s Denver Office in 2015 and is the Regional Manager of a growing office.  Prior to JVA, Andrew was a field engineer and superintendent for a Colorado contractor, managing heavy civil construction projects for critical utility infrastructure.  Engineering experience coupled with vast field knowledge, gives Andrew a unique and multilayered perspective of the design, construction and operation of municipal utility infrastructure and treatment facilities.  In addition to engineering knowledge, Andrew has a history of working with various state and federal agencies to secure grants and low interest loans to make capital projects a reality for numerous disadvantaged Colorado communities. 

Andrew earned a BS in Physics from the University of Puget Sound and a BS in Civil Engineering from Columbia University.  He is married to Columbia and Puget Sound graduate Bethany Sparn, currently a Senior Research Engineer at NREL.  They have two children in Boulder.  Andrew’s mission is to promote economic opportunity and assist disadvantaged communities deliver high priority projects while protecting the environment.  When not working, his passions include skiing, mountaineering, and all things Colorado.
